Hong Kong’s chief executive hopeful John Lee has said that reviving the locally shelved national security legislation – Article 23 of the city’s constitution, the Basic Law – will be a priority if he is elected. Article 23 states that the city has a responsibility to enact legislation on its own to prohibit treason, secession, sedition and subversion against the central government. It also forbids political bodies from establishing ties with foreign ones.
